Bharatha's initial reaction to Rama becoming king was good. She was really happy for him and excited but her nurse makes her angry and resentful that Rama is becoming king, not Bharatha. She convinces her that Dasaratha made a promise that Bharatha would be king because Kaikeyi saved his life. Also, she convinces Kaikeyi to use her good looks to make the king do what she wishes and exile Rama to the forest for 14 years and have Bharatha become king.

Dasaratha is in a difficult position because he has made two, different promises to two people. He "promised" Rama to be king and Kaikeyi that Bhatatha would be his successor. His dharmic duty is to to do what is morally right. I think that he should do what is best for more people, like his "country" rather than doing what is right for a few people, Kaikeyi and her father. Although he did promise Kaikeyi first, I think, his dharmic duty is to do what is better more majority of the people by crowning Rama king.
Some people might see this differently, though, and think that since he made the promise to Kaikeyi first it is his dharmic duty to go through with his promise to her.
Lastly, I think that no matter what he does he is going to have his character judged badly and goodly.
